PAST PERFORMANCE

  •  Co-Chaired Joint Interagency Team (Department of Defense, Department of Labor, Department of Education, Department of Veterans Affairs that developed and Implemented Transition Assistance Program for Service Members.

 

  • Co-Chaired the Joint Health Committee.

 

  • Led more than 30,000 employees in the Veterans Benefits Administration (VBA) in the delivery of non-medical benefits programs for Veterans, including disability compensation, pension and fiduciary, education, home loan guaranty, life insurance, vocational rehabilitation and employment, and transition, employment, and economic impact.

 

  • Directed the execution of a $94 billion budget to include direct benefits to Veterans and their dependents.

 

  • Led Department of Defense and Veterans Administration in successfully developing implementing and rolling out the Army Freedom Team Salute Program, The Army Wounded Warriors Program, The VA and the DoD Improved Disability Evaluation System, and the VA Transition Assistance Program.

 

  • Routinely met with White House Staff, and Senior Government leaders at Department of Defense, Department of Education, Department of Labor and the Military Services to establish and coordinate programs and to chart the direction of Veterans Benefits Administration.

 

  • Implemented the VOW to Hire Veterans/Veterans Employment Initiative (VOW/VEI) Act on time and under budget.

 

  • Implemented the Improved Disability Evaluation System (IDES) in VBA.

 

  • Implemented the Disability Evaluation System (DES) in the Department of the Army.

 

  • Provided oversight for the development, publication, and posting online of “Blue Water” Navy ships that docked in Vietnam or operated on its inland waterways.

 

  • Functional expert and primary consultant for strategic planning and operations for all personnel issues and on selected national security issues for the U.S. Army.

 

  • Oversight for development of the U.S. Army strategic direction for manpower, force structure, human resources, and reserve affairs functions.

 

  • Managed and directed the Army personnel budget of $62 billion.

 

  • Developed, rolled out and managed some of the largest and most complex marketing programs in the Federal Government including; Army Freedom Team Salute, Army Recruiting and Retention Programs, Multiple Suicide Prevention Programs, Respect for Others Program and Sexual Harassment Prevention Programs. 

 

  • Oversight for all medical issues related to Operation Enduring Freedom/Operation Iraqi Freedom (OEF/OIF) and implemented the Army Mental Health Task Force.

 

  • Oversight for plans, programs, policy formulation, individual cases, and overall practices in the realm of Human Resources for Active, Guard, Reserve, Civilian, and Contractor personnel.

 

  • Oversight for Military and Civilian Personnel Management Systems to include officer, enlisted, and civilian personnel distribution policies.

 

  • Oversight and responsibility for Army Marketing and Advertising to include, Recruiting, Army Sports Program, Army NASCAR, Army NHRA, All American Bowl, Public TV, and Radio broadcasts.

 

  • Oversight of Army MWR program to include Combat Rest and Recuperation program.
